The tragedy is not that the levees were breached (either through inadequacy or a barge), the tragedy is the breakdown of civility in New Orleans. The looting, raping, pillaging of a bunch of marauders - and yes they were BLACK PEOPLE - on the most vulnerable of New Orleans has always been there unbeknownst to the outside world. It was these people that also made aiding and rescuing such a hazardous job for the rescuers; these people were the ones who were shooting at medical personnel, search and rescue teams, policemen, firefighters and all the others that were trying to help.
