The Help America Vote Act of 2002 (HAVA) was passed on the heels of the Florida 2000 presidential election and its “hanging chad” problem. These ambiguous ballot chads riveted and frustrated the nation for a couple of months in late 2000. To preserve this secrecy, DRE purchase contracts often pledge the government to cooperate with the vendors to fight the very citizens the government is pledged to serve.
