A French military historian giving expert testimony at the International Criminal Tribunal for Rwanda, says General Romeo Dallaire, who commanded the UN Force in Rwanda in 1994 "failed in his mission."

"He cold have faced the situation and suppressed the massacres."

"A leader, a general must reserve that option instead of being locked up in a protective legalism..."

It has long been suggested in some quarters that Dallaire and another Canadian hero, Louise Arbour were complicit in the coverup of a US regime situation in Rwanda. Also suggested is the current troubles in DR Congo are the continuation of a US scheme to take effective control of the strategically rich region.
