Eleven years have passed since five Cuban men have been imprisoned in the United States. Their only crime was to be devoted to the protection of their country subjected to terrorist attacks from the United States.
Since the beginning, all the American governments have managed to get rid of the Cuban Revolution once of all.
What gives a country, whatever powerful it may be, the right to decide what social organization should be the best for anther one?
What gives a country whatever powerful it may be the right to resort to violence to destroy a social system whose rules is not considered suitable?
A country acting like that, whatever powerful it may be, is a rogue one. The Cuban government has always had to protect itself against such intents. This is why several Cuban secret agents were sent to infiltrate the mafia of Florida to avoid, or at least to limit, terrorist actions against the Island.
Gerardo Hernández, Antonio Guerrero, René Gonzalez, Ramón labañino and Fernando Gonzalez are among these Cubans agents. They have caused nothing wrong against the United States, except if we consider that encouraging terrorist actions against Cuba is part of the American government’s prerogatives.
We had high hopes that your administration would deal differently with Cuba.
But as time passes, we are wondering whether such a change may have ever been a real issue.
This is not acceptable for us to acknowledge that your administration, in which we had so much hope, reacts alike the preceding ones.
In a former letter I sent to you, I referred to the operation “Peter Pan” an American operation against Cuba which was devastating and caused lasting harm to the population as I was told by Cuban friends.
Regarding the way the five Cuban are kept in prison, we assume that the United States’ government has not yet given up the prospect of getting rid of the Cuban régime. We fear that there will be another intervention to take place as it so currently occurred in the past. « Operation Northwood’s » which was stopped in extremis yesterday could become « Commission for assistance for a free Cuban» and be carried out tomorrow. If Robert McNamara had destroyed the copy of the Operation Northwood’s plan as requested, we would have ignored everything about it today.
The more we find about the terrible things that already happened or are planned to materialize against Cuba, the more the five Cuban agents’ mission proves to be indispensable.
In the following lines stands the outline of « Operation Northwood’s » that you may be not be aware of considering the countless dirty plans of the kind that took place against Cuba. This intervention was made up in 1962 by the US military command.
Its goal was to show the international community that Fidel Castro was irresponsible enough as to represent a threat for the western countries. To that purpose, the plot was to deeply damage the United States and let the world believe that it was on the behalf of Cuba. Here are some of the intended injuries:

«* Attack the American military base in Guantanamo. The operation would be
carried out by Cuban mercenaries wearing the uniform of Fidel Castro’s
forces. Several sabotages would be made and the ammunition depot would be
blow up. This would obviously provoke material damages and many deaths among the American troops.
*To blow up a US warship in Cuban territorial waters to revive the
destruction of the US Main in 1898 (266 dead) which caused the American
intervention against Spain. Actually, the ship would be empty and
tele-guided and its explosion would have been seen from Havana or Santiago
de Cuba so that potential eye-witnesses could testify what happened. A rescue
operation would then be organized to make it even more real; the passengers
list would be published and false funerals would be organized to outrage the
American and world public opinion. The whole operation would be carried out
when Cuban planes and ships were in the area so that they could be blamed
for the attack.
*Terrorize the Cuban exiles living in the US by blowing up one of their
facilities in Miami, Florida and even in Washington. Then, false Cuban
agents would be arrested so that they could confess. Compromising false
documents would be then confiscated and given to the press to prove Fidel
Castro’s Cuban terrorist’s involvement in the attacks.
*To mobilize bordering countries to Cuba so that they could prove an
invasion threat. A false Cuban plane would bomb the Dominican Republic or
any other state of the region at night time. For obvious reasons, the bombs
to be used were going to be Soviet.
*To mobilize the international public opinion. To achieve this, the
destruction of a spaceflight was planned. With the purpose of really
touching peoples’ feelings, the chosen victim would bee the famous astronaut
John Glenn, the first American to make a complete flight around the Earth
orbit (the Mercury flight).
If all these was not enough to mobilize the international public opinion in
support of a military invasion against Cuba, a last provocation was added to
the list:
*"It was possible to fabricate an incident that would convincingly prove
that a Cuban fighter plane had attacked and shot down a civilian charter
flight departing from the U.S. with destination to Jamaica, Guatemala,
Panama or Venezuela".
A group of conspiratorial passengers who could be students, for example,
would be on board of this ghost-company’s charter flight under the control
of the CIA. Once they were flying over Florida, an empty and without-a-pilot
identical plane would follow the route. The conspiratorial passengers would
then be taken to a CIA secret base. The plane would ask for help by saying
it had been attacked by a Cuban fighter plane. Then, the plane would blow
up.
The implementation of the said actions would actually cost the lives of many
American citizens, civilians and military men, which was actually the key
element for their manipulative functions. »

Providentially, the young president J. F. Kennedy and the secretary of Defense McNamara vetoed on this devilish plan at the last minute.
I guess M. President, that you understand the reasons why the Cuban people do not trust the United States. ”Operation Northwood’s” was not designed by some foolish men but by American leaders who can still give way to such abuse of power. It seems so obvious that reluctance prevails to normalize the relations with Cuba that we deeply worry. Such normalization is not conceivable prior to the release of the five Cuban;
I wish, M. President, that you will grant them a pardon as soon as possible.
