I believe that there was a Time magazine article that already stated that Bush had requested the Pentagon for suggestions on how to implement a war againt Iraq. Apparently they have these things as part of contingency planning. It was unfortunate for Saddam that September 11 happened. Unlike Clinton, Bush was never tolerant of dictators that kept threatening us and he had is eye on Saddam ever since his Dad failed to follow through in the first gulf war.
