Oh please! Why the hell would there be any need to create a temporal coincidence even if HAARP were responsible? Minds clever enough to implement such a thing would surely cover their tracks a little more efficiently...
Earthquakes happen and they often happen in groups as a knock-on effect of an initial quake, which is why you get a higher incidence of quakes in some decades/centuries than others. (NB a geological grouping may seem random to humans because our temporal guage is so small compared to that at which geological events occur)
People stupid enough to attempt world domination by destroying the planet are not usually rich enough to implement any plans they may have. And if they were, stupidity wouldn’t get them very far. No one is secretly trying to destroy the world. No one is directing "HAARP" waves at specific areas to cause destruction. There is no conspiracy, just a bunch of bored people who share a morbid fascination in looking for sensationalist theories.
