The Versaille treaty created Hitler by carving up Germany and removing vital industry, coal fields etc making it inevitable that at some point this became a grievance that had to be addressed. You do have one very good point though - the art of politics does indeed lie in creating an enemy and for that you need look no further than the government of the US which is engaged in such a policy as we speak.
