Excellent, we have an ATP among out midst...

To this poster, I have a question that has been bothering me about those planes that left Boston and sort of wandered around and headed for WTC.

When they left the Federal Airways [also called the "Victor" airways] which airliners [and other IFR traffic, I presume] shouldn’t ATC have called chase to them? I mean, it appears that these flights from Boston were out of normal paths and behaviour for a good part of an hour. I ask this because, I was under the impression the PCA [Positive Controlled Airspace] traffic is closely tracked and multiple aircrafts leaving and wandering around should have raised red flags, no?

I would also like to hear your educated comments on what part DEW played, or should have played, in this, if you know or can venture an opinion.

In other instances in my search for information I found that the U.S. airspace was always tested by the USSR and we had fighter jets dispatched within minutes of encrochment. Also, I found some sources where they stated that there were 68 instances where such fighter were dispatched in the prior 9 months to 9/11 where passenger flights where given chase for [minor?] deviations out of the Victor Airways.
