The tragedy is not that the levees were breached (either through inadequacy or a barge), the tragedy is the breakdown of civility in New Orleans. The looting, raping, pillaging of a bunch of marauders - and yes they were BLACK PEOPLE - on the most vulnerable of New Orleans has always been there unbeknownst to the outside world. It was these people that also made aiding and rescuing such a hazardous job for the rescuers; these people were the ones who were shooting at medical personnel, search and rescue teams, policemen, firefighters and all the others that were trying to help. It is because of these violent black marauders that surrounding towns near New Orleans did not want to open shelters prior to the hurricane because they were afraid of getting beaten up by these violent people. New Orleans, The Big Easy, had become a violent, dirty, corrupt, rotten sinkhole. Big cities across the USA showed a decline in hard crimes but not in New Orleans. The hurricane just exposed the disgusting mess to the outside world.
