In 1926 the levees in St. Bernard Parish were blown up with dynamite to protect the other parts of the city.
While it is possible that the bombed levees were never properly rebuilt causing the structural damage which allowed them to breach this time...
It is equally possible that the same tactic was after Katrina used for the same reason.
