One need only remember in New YorK City and the South Bronx. Remember Fort Apache? Well there were no show landlords that leased broken down tenements in the South Bronx. they did not pay their taxes or keep up the homes. The City commissioned either Brookings or Rand to do a study as to the least expensive way to remedy the situation. The report came back that the City should shut down fire houses in the area. This way the house would be destroyed, and the tennants removed by the fire. No need for a lengthy court cases. All the city would then have to do is bull doze the burnt out structure.
