To us, who fight with many people involved in politics, trade unions and associations for the refusal of Constitutional treaty by European citizens, a European Constitution has to design the democratic framework for EU institutions functions. It must finalize a proposal process coming from periphery toward center, from peoples toward elected representatives.

Our adversaries, lead by financial capital and neo-liberal doctrine, try to definitely set the previous treaties by grouping them in one unique text that needs the 25 EU members unanimity for amendments. This treaty would then become the “strait jacket” of all future European governments, whatever they belong to the Right or the “Left”. The latter indeed will be forced to apply something that is, rather than a Constitution, a detailed project of economical, social, energetic, environmental, military policies, which reduces everything - including people - to commercial product, leading workers against workers and peoples against peoples.

The right to individual freedom does not make sense if it does not go with the right to food, housing, health, work and education. The material and social form of society must not be the result of financial capital uncontrolled investments.

It is not possible anymore to delay a new way of designing the relation between economic growth rate and environment protection, and apply it to transport, agriculture and energy policies in order to avoid an ecological catastrophe of unexpected importance.

The problem of unemployment level, hugely increased after Maastricht treaty - while full employment had been promised - and now above 20 millions, in addition to the problem of migrants - whose single right is to be treated like modern slaves - and represent today more than 15 millions people, have to be placed in the center of a new project for Europe.

Common policies coordination previously mentioned in Amsterdam treaty must imply increase and not decrease of retirement pensions, improvement and not deterioration of sanitary system, elevation and not diminution of guarantees for the unemployed, reduction and not increase of working time, salaries re-evaluation. We claim for the right to get a job and the labour law, and we are not satisfied with the unique freedom to look for a job (if so far as there is).

Employment must be an independent variable, and certainly not depend on main economic policy orientations, i.e. competing. People do not have to adapt to economy, but economy must provide necessary resources for mankind needs.

In every EU country, salaries and workers rights must be aligned with the highest position - as opposed to our adversaries practice - avoiding social or fiscal dumping.

European Central Bank - unique goal of which is price stability in Constitution treaty -must favor public utility enterprises instead of forcing them to find financial resources in money markets. ECB has to support a kind of economy that increase and not reduce employment, and to stimulate the investment of production benefits to covers internal market needs and discourage financial speculation.

It is absurd that public utilities produce private profits: they can and they must produce public profits, i.e. goods for the community rather than for more or less homogenous shareholders groups: public interest is more important than private interest, always and in any cases.

This Constitution treaty does not guarantee European states secularity, abortion and contraception right, or the statement that international conflicts must not and can’t be solved with war. On contrary, it recognizes the lockout right, and while mentioning death penalty abolition, it allows to kill to make an arrest or repress insurrection.

War has to be banished in all its forms. Peace construction and reinforcement needs to proceed opposite to the Constitution treaty, which mentions increase in public expenditure only for security and defense, i.e. weapons.

European policy for social and economical development is not compatible with the interests of USA, the hegemonic power of the world. Europe has to separate from NATO, and its policy must not be submitted to commitments imposed to countries adhering to this military alliance, as proposed by this Constitution treaty.

The 1000 committees saying NO to this treaty form France and Europe critical conscience, and have to become the constituting core of a new Constitution, grouping critics together to elaborate a political project. This project has to allow the emergence of an alliance, with objectives far above referendum time, going toward the construction of a new European left, strong enough to counter neo-conservative and ultraliberal challenge.

  • It is sad, but if the constitution is blocked. Europe will fade away and moreover will fall in the hands of the Anglo/American economic schema. Will that help the European people? Have a carefully look over the Atlantic to the U.S..

    • How ’fade away’ ?
      Europe as it exists can go on existing, de development of Europe as an economic entity already was under way in the early sixties.
      What France and us, the Netherlands, said no to was not a constitution, a constitution protects citizens against the government.
      What was proposed was the opposite, making Brussels bureaucrats the dictators.

      As to the comparison with the USA, especially the USA type society that this ’constitution’ would have led to to we reject.
      We know in Europe what war is, we know what poverty is, and so we not not want a capitalistic undemocratic fascist society.

    • A true shame that the France who in the past understood and stood for for the rights and values of what is correct and what is free, has come to be an ideology orphan. Lacking all kind of moral values that completes the life of a complete and noble person, but above all, a free person striving to be better for himself and for the society through values and freedom.
      If the french new generation wants to know the truth, I would suggest they start looking to listen what the old french, the ones that fought from freedom have to say.
      Are they glad you young french are saying "yes, we stand for the gay"?
      Are they proud of your new liberal way to see life where nobody elses count except your own selfish hedonist way of seeing life?
      Do they walk in the streets still seeing the france with strong moral values they once fought for?
      Is the youth grateful and proud of them, but above all does the youth understand whats the difference beetwen liberty and libertinage?
      Few people is poor in France thanks to liberal economy and free markets, I see many renaults and peugeot cars in third world countries, I see french guns also.
      How is it possible for a developed country like france to look back at history and dont realize the great lie that socialism and closed economy hold?
      How is it that the French now refer to the world economic development as an "anglo/american" thing?
      What is going on with France?, what are they becoming?, Do they dont believe in moral values any longer?

      We still believe there might be some reason around there in the French streets

  • The two main objections to the proposed constitution, that is no constitution at all, just harmonisation and streamlining (and modification) of existing treaties are:
    – on domestic policy: that the democratic-social tradition of the W European nations can be taken away by a EU majority
    – on foreign policy: that EU foreign policy is subjugated through NATO to the USA.
    As a French lady commented: we do not want a society where anything can be bought for money.
    I personally can add: one USA in the world iss more than enough.

    • All of France and it’s populus should thank the USA every day of their lives; otherwise they would be speaking German.

    • What difference would it make to the lives of ordinary citizens if they spoke German or French or Swahili? It wouldn’t make any difference, you will always be a slave to the system with your little 10cent job and you get to give back 8cents to the con artists in control no matter what label or language you speak, did any of you dead brains ever figure that out??? When people stop buying into nationalism then maybe their lives will be truly free and not until.
