Jim Hoffman has discovered a document which I believe may be very important to the 911 skeptic movement. This document superseded earlier DOD procedures for dealing with hijacked aircraft, and it requires that Secretary of Defense Rumsfeld is personally responsible for issuing intercept orders. Commanders in the field are stripped of all authority to act. This amazing order came from S.A. Fry (Vice Admiral, US Navy and Director, Joint Staff) so it appears to me that responsibility for the US armed forces "Failure to Respond" rests directly with Fry for issuing this instruction, as well as with Donald Rumsfeld for failing to execute his responsibility to issue orders in a timely fashion.

Chairman of the Joint Chiefs of Staff Instruction CJCSI 3610.01A (dated 1 June 2001) was issued for the purpose of providing "guidance to the Deputy Director for Operations (DDO), National Military Command Center (NMCC), and operational commanders in the event of an aircraft piracy (hijacking) or request for destruction of derelict airborne objects." This new instruction superseded CJCSI 3610.01 of 31 July 1997.

This CJCSI states that "In the event of a hijacking, the NMCC will be notified by the most expeditious means by the FAA. The NMCC will, with the exception of immediate responses as authorized by reference d, forward requests for DOD assistance to the Secretary of Defense for approval."

Reference D refers to Department of Defense Directive 3025.15 (Feb. 18, 1997) which allows for commanders in the field to provide assistance to save lives in an emergency situation — BUT any requests involving "potentially lethal support" (including "combat and tactical vehicles, vessels or aircraft; or ammunition") must still be approved by the Secretary of Defense. So again, the ability to respond to a hijacking in any meaningful fashion, is stripped from the commanders in the field.

While none of this relieves the Bush Administration from ultimate responsibility from 911, nevertheless there is the possibility that this discovery could somewhat diffuse the power of our movement’s message about the "Stand Down", since it is now clear that it was implemented through a routine administrative memo.

If this comes up as an issue at the Washington 911 cover-up commission, it would be interesting if Fry could testify as to the reasoning behind making it bureaucratically impossible for the DOD to respond to hijackings in a timely fashion.

On the crucial matter of whether fighters should be sent up to protect the nation’s capital, for example, the final report says that "the Vice President stated that he called the President to discuss the rules of engagement for ordering [air cover]." But, it continues, the two did not order air cover because it would "do no good unless pilots had instructions on whether they were authorized to shoot if the plane would not divert." The job of issuing such instructions belonged to Secretary of Defense Rumsfeld.
Rumsfeld’s public testimony before the commission last March was bizarre. When Gorelick asked the Secretary of Defense what he had done to protect the nation-or even the Pentagon-during the "summer of threat" preceding the attacks, Rumsfeld replied simply that "it was a law-enforcement issue." (So, observers were left to wonder, should the FBI be out with shoulder-launched missiles?)

"We still don’t have a full accounting of Rumsfeld’s whereabouts and knowledge on the morning of 9-11," Gorelick acknowledged after the commission’s final public hearing. "We don’t have answers to the questions that you’re asking. But I’m going to make sure it’s nailed down," she promised. Yet the final published report offers no further details on Rumsfeld’s inactions or the reason he was "out of the loop" (as the secretary himself put it) that morning.

The National Military Command Center (NMCC) inside the Pentagon was the nerve center of the military’s response to the attacks on 9-11. But the lead military officer that day, Brigadier General Montague Winfield, told the commission that the center had been leaderless."For 30 minutes we couldn’t find [Secretary Rumsfeld]." Where was Rumsfeld on 9-11? I put the question to the commission’s vice chair, Lee Hamilton, following the release of the report the commissioners call "the definitive account of 9-11."

"We investigated very carefully Mr. Rumsfeld’s actions," said Hamilton. "He was having breakfast with Congressional leaders, and they hear a plane has hit the Pentagon, and he runs out."

"He had to have been told before the Pentagon was hit that two trade centers were hit and the country was under attack," I suggested.

Was the commission comfortable with the fact that the country’s Secretary of Defense was not in the chain of command or present in the Pentagon’s command center until all four suicide hijacked planes were down?

"I’m not going to answer that question," said Hamilton, and turned away

The US military has spent billions of dollars developing stealth aircraft which are invisible to radar so they can mount surprise attacks on adversaries, but it seems they should have saved their money and bought a fleet of airliners because they appear to be far more effective.
On 9/11 the world’s only military superpower was apparently oblivious to the location of rogue airliners in it’s airspace for over an hour, and military commanders were leftperplexed on how to deal with the situation of hijackers using these planes as flying bombs. This confusion resulted in fighter jets flying around aimlessly whilst the hierarchy fully assessed what was going on, and this total lack of cohesion ultimately led to the loss of nearly 3000 lives.

All that was required to overcome America’s military might on 9/11 were 19 hijackers on 4 airliners.

NORAD was unusually prepared on 9/11, because it was conducting a week-long semiannual exercise called Vigilant Guardian.

On 9/11, North American Aerospace Defense Command’s (Norad) Northeast Air Defense Sector (NEADS) was fully staffed, its key officers and enlisted supervisors already manning the operations center "battle cab." [Aviation Week]

The above map shows that all of the hijacked planes transponders were turned off during their flights. This does not hide the plane as it can still be tracked by skin paint, but it hides the plane’s altitude and it should immediately call attention to the aircraft. The USAF response against Flight 11

8:53 a.m. - Unaware that their intended target has already crashed into the World Trade Center, the F-15s from Otis Air Force Base are sent to military-controlled airspace off Long Island and ordered to remain in a holding pattern until between 9:09 and 9:13 a.m. [National Geographic]

Fighter jets were ordered to stay in a holding pattern off Long Island.

Instead, F-16s were scrambled from Langley AFB which is 120 miles south of the Pentagon at 9:30 a.m.

At first, the planes were directed toward New York at top speed, and probably reached 600 m.p.h. within two minutes, General Haugen said [obviously they were on a go-slow].

There was a young man who came in and said to the vice president "the plane is 50 miles out" [from Washington], "the plane is 30 miles out", and when it got down to "the plane is 10 miles out" the young man also said to the vice president "Do the orders still stand?", and the vice president turned and whipped his neck around and said "Of course the orders still stand, have you heard anything to the contrary?"

  • A question on where was Rumsfeld in the physical sense.

    I read in some places the Rumsfeld was in his office at the Pentagon when the "plane" struck. Yet, there was a photo of him on www.webfairy.com (and publised in newspapers of the time) walking at a brisk pace towards the Pentagon with what appears to be a security detail personel and a chubby aide.

    Anyone else notice this disparity?
